During the EU Sport Forum debate on “good governance practices in European sport and the European Commission pledge for sport organisations”,  MEP Marlene Mizzi said that bad governance compromises the positive influence of sport, especially on young people, in spreading social values.

 

MEP Marlene Mizzi was one of the speakers at the EU Sport Forum 2017, which was held on the 8th and 9th March in Malta. The event focused on various aspects of sports including: gender-based violence; sport’s contribution to growth and jobs; the role of volunteering; innovation and digital technologies; anti-doping; the environmental impact; and good governance practices. MEP Mizzi was invited to discuss the evolving good governance practices in European sport and European Commission Pledge for sport organisations together with with Janez Kocijancic, Acting President of European Olympic Committees (EOC), and moderator Michael Pedersen, internationally recognized expert in sport governance, transparency, ethics and integrity.

 

During the event, MEP Mizzi spoke about the most critical governance related recommendations in the report by the European Parliament on an integrated approach to sport policy, with a particular focus on good governance, accessibility and integrity. Mizzi played an instrumental role as shadow rapporteur in preparing the recently published report by the Committee on Culture and Education (CULT).

 

“We have come to realise that if we want to preserve sport as we know it, then we must restore people’s trust in its positive value, whether if it is for recreational purposes and whether it is organised, casual or competitive sport,” said Marlene Mizzi. “But to do that, we need to improve good governance in sport organisations and to eliminate violations of integrity of sport, which often refers to the values that sport conveys, such as fair play, soldarity or team spirit.”

 

While recognising that sport requires responsible and transparent management, MEP Mizzi said that the increasing amounts of money circulating in the sport sector and in the organisations involved, prompted demands for better governance.

 

In her remarks, Marlene Mizzi said that “although legislation versus autonomy is a sensitive issue, if sport organisations believe that they are transparent and accountable, then they won’t object to legislation encroaching on their autonomy”.

 

Various speakers participated in the Sport Forum including European Commissioner for Education, Culture, Youth and Sport, Tibor Navracsics and Parliamentary Secretary for Research, Innovation, Youth and Sport, Chris Agius.

Marlene Mizzi: Il-governanza tajba u l-integrità fl-isport huma neċessarji biex nippreservaw il-valuri u niksbu l-fiduċja mill-ġdid

 

Waqt id-dibattitu tal-EU Sport Forum dwar “prattiċi ta’ governanza tajba fl-isport Ewropew u l-wegħda tal-Kummissjoni Ewropea fuq l-organizzazzjonijiet tal-isport”, l-MPE Marlene Mizzi qalet li l-governanza ħażina tikkomprometti l-influwenza pożittiva tal-isport, speċjalment fuq iż-żgħar, għat-tixrid ta’ valuri soċjali.

 

L-MPE Marlene Mizzi kienet waħda mill-kelliema fl-EU Sport Forum 2017, li ttella’ fit-8 u d-9 ta’ Marzu f’Malta. L-avveniment iffoka fuq aspetti varji tal-isport inklużi: il-vjolenza tal-ġeneru; il-kontribut tal-isport għat-tkabbir u l-impjiegi; ir-rwol tal-voluntarjat; teknoloġiċi innovattivi u diġitali; l-anti-doping; l-impatt ambjentali; u l-prattiċi ta’ governanza tajba. Marlene Mizzi kienet mistiedna tiddiskuti l-prattiċi ta’ governanza tajba li dejjem qegħdin jevolvu fl-isport Ewropew u l-wegħda tal-Kummissjoni Ewropea fuq l-organizzazzjonijiet tal-isport flimkien ma’ janez Kocijancic, l-Aġent President tal-Kumitati Olimpiċi Ewropej (EOC), u l-moderatur Michael Pedersen, espert rikonoxxut internazzjonalment fuq governanza sportiva, trasparenza, etika u integrità.

 

Matul l-avveniment, l-MPE Mizzi tkellmet dwar l-aktar rakkomandazzjonijiet kritiċi tal-governanza fir-rapport tal-Parlament Ewropew dwar approċċ integrat fil-politika dwar l-isport, b’attenzjoni partikolari fuq il-governanza tajba, l-aċċessibilità u l-integrità. Mizzi kellha rwol strumentali bħala shadow rapporteurbiex sar ir-rapport ippubblikat riċentament mill-Kumitat tal-Kultura u l-Edukazzjoni (CULT).

 

“Illum qegħdin nirrealizzaw li jekk irridu nippreservaw l-isport kif nafuh, irridu niksbu mill-ġdid il-fiduċja tan-nies fil-valur pożittivi tiegħu, kemm jekk għal skopijiet ta’ rikreazzjoni, kif ukoll għal sport organizzat, każwali jew kompetittiv,” qalet Marlene Mizzi. “Iżda biex nagħmlu dan, irridu ntejbu l-governanza tajba fl-organizzazzjonijiet sportivi u neliminaw il-ksur tal-integrità fl-isport, li ta’ spiss hija marbuta mal-valuri li jġib miegħu l-isport, bħall-fair play, is-solidarjetà jew l-ispirtu ta’ tim.”

 

Filwaqt li rrikonoxxiet li l-isport jeħtieġlu tmexxija responsabbli u trasparenti, l-MPE Mizzi qalet li l-ammonti ta’ flus li dejjem qed jiżdiedu u jiċċirkolaw fis-settur tal-isport u fl-organizzazzjonijiet involuti, jitlob għal governanza aħjar.

 

Fir-rimarki tagħha, Marlene Mizzi qalet li “għalkemm il-leġiżlazzjoni versus l-awtonomija hija kwistjoni sensittiva, jekk l-organizzazzjonijiet tal-isport jemmnu li huma trasparenti u responsabbli, m’għandhomx isibu oġġezzjoni jekk il-leġiżlazzjoni tinvestiga l-awtonomija tagħhom.”
